Free Windows 2000 DST Patch

As some may already know, Microsoft once again has left us all hanging. They did NOT provide support for DST changes on Windows 2000 this time around, and also in the future. This is done mainly as a panic routine to get us to all buy the new version of Windoze. I am providing a workaround below. Please read it carefully, I do not provide any warranty for this fix, so please use at your own discretion. This should also work for XP. Some companies are changing $400+ for this by the way, sad.
